Relaxed Rules Caused the Explosions

Kaohsiung, with a population of 2.8 million, experienced a gas pipe explosion that affected 4,602 households. The pipes that exploded were approved by the government in 1990, because back then there was nothing above the area. Kaohsiung, currently a city that relies on heavy industry, is trying to move towards a cleaner economy.
